City of Southside 2023 Year in Review
As we reflect on 2023, the City of Southside has made significant strides in infrastructure, economic development, public safety, and community engagement. This year has been marked by progress, collaboration, and strategic investments to enhance the quality of life for our residents. Below is a summary of our key accomplishments and initiatives from the past year.
Infrastructure Improvements & Future Plans
Initiated discussions on a new roof and flooring for the Community Center & Library.
Approved the installation of security cameras at the Community Center, Sports Complex, and Southside Landing.
Addressed drainage concerns, including the completed project on Hawthorne and the ongoing work on Landline Road.
Evaluated a second proposed design for the detention pond on Powell/Watson to resolve a persistent drainage issue.
Presented the Hood Road Softball Complex proposal.
Adopted the Strategic Master Plan, updating the previous 2005 plan.
Collaboration with Other Entities
Partnered with Rainbow City for cardboard recycling.
Worked with other cities to oppose the reduction of Occupational Tax, a vital revenue source for essential city services.
Partnered with the Southside Softball Association to lease the concession stand, supporting their fundraising efforts.
Increased funding to Southside schools by $3,000 each, bringing total contributions to $8,000 per school to assist with maintenance and operational needs.
Grants & ARPA Fund Expenditures
· Federal ARPA funding bolstered many City projects this year.
Secured an ADEM grant for recycling trailers dedicated to cardboard collection.
Applied for a COPS grant to fund a full-time patrol officer.
Applied for and was successfully awarded the TAP grant in November of 2023 to implement the sidewalk project, enhancing pedestrian safety near schools and city facilities.
Received a $10,000 grant for exhaust systems in each fire truck.
City Finances, Administration & Personnel
Hired a part-time nuisance abatement officer to improve property maintenance.
Appointed an Assistant City Clerk, also serving as the Revenue Clerk, enhancing operational efficiency.
Filled a vacant council seat following a resignation due to moving out of the city.
Expanded the Parks & Recreation Department by adding a new employee.
Invested special fund reserves into 11-month CDs at a 5.5% interest rate to maximize returns.
City Events & Recognitions
Hosted multiple community events, including the Spring Festival & Easter Egg Hunt, Fall Festival, and 3rd Annual Christmas Parade & Tree Lighting.
Organized an April 22nd Movie Night, Craft & Food Fest.
Recognized Eagle Scout Hayden Hollis for his project, which added benches at Southside Landing.
Economic Development
Entered into a Tax Abatement Agreement with Southside Hardware & Equipment Company, supporting business expansion and economic growth.
Amended the Zoning Ordinance to include a Highway 77 Zoning Overlay for the Commercial District.
Completed the Economic Development Academy alongside key city officials, employee and planning commission member.
Education Initiatives
Discussed allocating funds to the Challenger Center, a STEM education facility serving counties in Northeast Alabama.
Public Safety Enhancements
Launched a K-9 Program for the Police Department.
Acquired an extraction tool for the Fire Department.
Invested in updated police equipment and increased pay for public safety employees.
Conducted an extensive search for a new Police Chief, culminating in the appointment of a new chief in October.
Hired a retired, certified officer for the SRO position at Southside High School, optimizing budget efficiency.
Surplus of an old fire engine in preparation for a new one.
Addressed county-wide ambulance service concerns, exploring the purchase of a city ambulance.
Hired two new officers to strengthen the police force.
Public Works & Building Department
Purchased a sidearm boom mower to enhance roadside cleanup efforts.
Acquired a new truck for the Building Department, replacing an outdated vehicle.
Discussed adopting updated 2021 building codes to improve the city’s ISO rating.
Parks & Recreation Initiatives
Purchased a new truck for Parks & Recreation, replacing an outdated vehicle.
Purchased a 19-foot outdoor Christmas tree using lodging tax funds, to be installed annually during the holiday season.
Explored a kayak rental service at Southside Landing, with a local business sponsoring $5,000 towards the lease, providing a recreational opportunity.
Looking Ahead The accomplishments of 2023 have positioned Southside for continued success. With infrastructure improvements, strengthened partnerships, and strategic financial planning, we are building a foundation for a prosperous future.
